Most importantly, we at ICA recognize the importance of play in a child’s development, and our team of qualified and trained teachers work with each child individually to assure that they receive customized care and encouragement through each developmental milestone, ensuring their success moving forward through childhood.

Jessica Rodriguez Duggan has over 15 years’ experience in the early care and education field.
Jessica hold’s a Bachelors Degree in Education from Florida International University, and a Masters Degree in Child Development from Erikson Institute.
Jessica began her career as an Early Head Start teacher, before moving to managing family support programming. As Director for Positive Parenting DuPage, an early childhood nonprofit organization, Jessica worked on collaboration and systems building across the different community sectors, including education, social services, and health.
As a Consultant, Jessica provided a broad-range of support and technical assistance including budget planning, grant-writing, and program design to various early childhood programs in Illinois, California, and Florida. Jessica’s work has also included collaborative program development within the child welfare system and private health sector.
Based on her extensive early childhood knowledge, Jessica was also the lead technical writer for the state of Illinois’ Birth to Three Early Learning Guidelines.
“I believe the first three years of life are the most important time in human development. The amount of learning and growing that occurs during this period is remarkable; therefore, young children need to feel safe, nurtured, and loved. It is through positive day-to-day interactions with responsive, sensitive caregivers that allow children to build the needed foundation to confidently explore their environment, reach new milestones, and learn."
Latoya Strong's main goal is to ensure that every student is provided the highest quality education possible, in a safe and supportive learning environment. Working together as a team with our staff and parents, she is committed to helping each student achieve their very best.
LaToya attended Northeastern Illinois University, where she graduated and earned my Bachelors degree in Justice Studies. Upon being offered an opportunity to work in the Early Childhood Education field while taking college courses she realized how much of a fulfillment it was to take part in children’s early learning, and their most important stages of development. It was then after that she shifted her education focus to Early Childhood Education, where it would benefit her in learning and preparing while supporting our children’s early learning and you, our parents and families.
LaToya has been working in the Early Childhood Education field for ten years, and is very much looking forward to continuous growth.
